USA: Initial Offer

The U.S. Trade Representative is offering to remove additional barriers preventing overseas companies from offering telecom and multichannel video programming distribution services in the U.S., provided other countries follow suit. Specifically, the USTR proposal would allow foreign companies to own cable TV systems in the U.S. and would allow overseas satellite operators to broadcast directly to U.S. viewers. The offer was made as part of ongoing World Trade Organization negotiations to liberalize worldwide trade in services.
